We believe that this acquisition further strengthens Storm’s service portfolio for both new and existing clients in Ireland, particularly within the managed IT services and cyber security space, and facilitates future growth, enabling the delivery of its Microsoft business solutions to the UK market. In turn, this will see both companies extend their capabilities across larger scale projects and to a wider breadth of clients. Together, Storm Technology and Littlefish will continue to deliver industry leading services to existing customers across the areas of managed IT services, cloud services, and strategic consultancy.   So, this is a very exciting time to join this important phase of our growth journey! 

We're looking for a Technical Delivery Manager to take ownership of governance, coordination, and technical leadership across a large suite of enterprise applications, cloud platforms, and Data & AI programme. You'll be the primary interface between our client’s leadership and delivery teams, working across multi-vendor environments and multiple workstreams.


This is a senior role. You will need the technical depth to contribute meaningfully to architecture decisions, the delivery experience to run complex programmes, and the presence to operate credibly at senior stakeholder level. Key responsibilities

Programme leadership & governance

  • Lead delivery of apps, services, and platforms across on-prem and cloud environments (M365, SharePoint, Azure, Power Platform)

  • Oversee planning, execution, and transition to live operations across multiple workstreams

  • Ensure adherence to PMO, ISO standards, security frameworks, and public-sector governance

  • Drive transparent reporting, roadmap communication, and benefit realisation with client stakeholders

Stakeholder & relationship management

  • Act as primary liaison between the client, Storm teams, and external vendors

  • Manage senior-level engagement, ensuring decisions, risks, and dependencies are addressed early

  • Build trusted working relationships with Heads of Units and Product Owners

Technical oversight & architecture

  • Provide architectural oversight to ensure systems are scalable, interoperable, and aligned with Government-as-a-Platform

  • Ensure adherence to secure engineering patterns, DevSecOps, and quality assurance across the SDLC

  • Mentor engineers on technical standards and their consistent application across teams

Risk, change & dependency management

  • Proactively identify and mitigate technical, security, and delivery risks

  • Maintain cross-workstream dependency management, aligned to programme plans

  • Lead user-centric change and adoption strategies with minimal disruption to live services

  • Support documentation, training, and knowledge transfer to client teams

Data platforms & AI delivery

  • Align delivery activities to the AI Framework, responsible AI principles, and cross-government AI roadmap

  • Oversee integration with shared AI services (RAG, agentic workflows, vector search) as part of the AI Building Block

  • Govern on-prem data platform delivery and ensure architectural decisions support accelerated cloud migration

  • Coordinate innovation pilots and proof-of-concepts across AI and data workstreams

  • Ensure BI and data engineering outputs meet client roadmap requirements and cross-government reporting needs

  • Support multi-cloud and hybrid requirements (Azure, AWS, on-premise) in line with the client's vendor-neutral strategy


What we're looking for

Experience & qualifications

  • 15+ years in medium or large organisations, with a demonstrable software engineering background

  • 5+ years as technical lead on large-scale enterprise applications

  • Proven experience running projects through full delivery lifecycles using agile methodologies

  • Experience in pre-sales, proposal writing, and client presentations

  • Experience working in regulated or public-sector environments

  • Competency writing detailed technical and functional design requirements

  • Experience integrating with SharePoint / M365 and data platforms

  • Current Microsoft certification (Required — must be recent and relevant to delivery)
